Import-export allows you to easily import or export some of the most basic items.
It is essentially a simple way to obtain certain items without having to craft them or purchase them from another player.
However, note that the price of importing is very high compared to what you would find from a real player.
The import boat arrives every 20 minutes. You can check how much time is left before its next arrival or departure using the "Factories" app on your phone.
